How to make bulbasour stop trying evolve in pokemon fire red?

There is no way in Pokémon FireRed Version to prevent Bulbasaur from evolving into Ivysaur and subsequently Venusaur. There are no events, items, or abilities in the game that prevents Bulbasaur's evolution.
