How do you get an inner tube in Pokemon emerald?

You can't get an Inner Tube in Pokémon Emerald.

The Inner Tube is an item introduced in Pokémon Diamond and Pearl, and it's used to ride on the back of a Pokémon like a surfboard.

In Pokémon Emerald, the only way to traverse water is by using the HM03 Surf.
