Where are timer balls in FireRed?

You can't find Timer Balls in Pokemon FireRed!

Timer Balls were first introduced in Generation IV games like Diamond, Pearl, and Platinum. FireRed is a Generation III game, so they wouldn't be available.

You can still catch Pokemon effectively in FireRed using the other ball types you can find.
