What level does Wartortle evolve in blue mystery dungeon?

Wartortle does not evolve in Blue Rescue Team or Mystery Dungeon: Red Rescue Team. In these games, Squirtle evolves into Wartortle at level 16 and Wartortle remains at that stage for the rest of the game.
