Flygon does not learn Fire Punch in any of the mainline Pokémon games.
Flygon is a Ground/Dragon type Pokémon, and its movepool generally consists of moves that are effective against these types or are related to its flying nature. Fire Punch is a Fire-type move, which would be ineffective against Flygon's own typing.
