How do you get a torkoal in FireRed?

You can't get a Torkoal in Pokémon FireRed. Torkoal was introduced in Generation III, which is Pokémon Ruby, Sapphire, and Emerald. FireRed is a remake of the original Pokémon Red and Blue, which were released before Torkoal existed.
