To change the serpentine belt on a 1999 Jeep Cherokee without a tensioner, you must first locate the belt routing diagram, that will show you how to thread the belt through the pulleys. Once you have located the routing diagram, follow these steps:

Turn the crankshaft pulley clockwise until the tensioner is at its lowest point.

Loosen the pivot bolt on the tensioner.

Remove the old belt from the pulleys.

Thread the new belt around the pulleys, following the routing diagram.

Tighten the tensioner pivot bolt.

Turn the crankshaft pulley clockwise until the tensioner is at its highest point.

Check to make sure that the belt is tight and not slipping.
