Where to deliver the old charm in Pokemon pearl?

In Pokémon Pearl, you can deliver the Old Charm to the person in Celestic Town who lost it. Here's how to do it:

Travel to Celestic Town.

Go to the Pokémon Center.

Talk to the person standing next to the counter on the left side of the room.

Select the "Talk" option and he will mention that he has lost his Old Charm.

Give him the Old Charm.

After returning the Old Charm, he will reward you with TM27 (Return).
