Will there be a episode 13 of ask the sonic heroes?

As of my last update in September 2021, there are only twelve episodes of Ask the Sonic Heroes that have been published by SEGA. So there currently is no episode 13 of the series released. Given that the last episode was uploaded on YouTube in 2018, it's unlikely that a new episode will be released in the future.
