Darkrai was introduced in Generation IV (Pokémon Diamond and Pearl), while Red Rescue Team is a Generation III game (based on Pokémon Ruby, Sapphire, and Emerald).
Therefore, Darkrai was not yet a part of the Pokémon world when Red Rescue Team was released.
