To evolve Elekid into Electabuzz, you need to use a Thunder Stone. Then, to evolve Electabuzz into Electivire, you will need to use an Electabuzz with the item "Electirizer" equipped and trade it to another player. Once traded, the Electabuzz will evolve into Electivire.
