Yubel is not a playable card in Yu-Gi-Oh! World Championship 2008.
Yubel was first introduced in the Yu-Gi-Oh! GX anime and later released in the "Shadow Specters" set, which came out in 2006. Yu-Gi-Oh! World Championship 2008, on the other hand, was released in 2007 and only featured cards from older sets.
