How do you get the TM avalanche in Pokemon sapphire?

You can't get TM Avalanche in Pokemon Sapphire. Avalanche is a move introduced in Generation IV (Pokemon Diamond and Pearl).

Pokemon Sapphire only goes up to Generation III, so Avalanche is not in the game.
