How do you get HM fly in Pokemon Pearl?

You can't get HM Fly in Pokemon Pearl. The ability to fly with a Pokemon was introduced in Generation 4, but only in Pokemon Diamond and Pokemon Platinum.

In Pokemon Pearl, you can use the "Secret Base" feature and the "Bike" to travel quickly between areas.
