How do you get surf in Pokemon alphasapphire?

You can't actually get Surf in Pokemon Alpha Sapphire. Surf is a move that you learn from a HM (Hidden Machine) and HM's are not available in Pokemon Omega Ruby and Alpha Sapphire.
