How do you get the 5th person in bikini bottom on nicktoons unite?

You can't get the 5th person in Bikini Bottom in Nicktoons Unite. There are only four playable characters: SpongeBob, Patrick, Sandy, and Plankton. Mr. Krabs is not a playable character, though he appears and plays the role of shopkeeper.
