How do you get into gym in saffron city?

In the Pokemon video games (particularly in Pokemon Red, Blue, and Yellow), there is no gym in Saffron City. The gym trainers are actually in Celadon City. To enter the gym in Pokemon Red, Blue, and Yellow, there is a mandatory requirement of having a Cascade Badge.
