What person will teach the move roll out in Pokemon platinum?

The move Rollout is not taught by any Trainer in Pokemon Platinum. It's a TM move, specifically TM38.

You can find TM38 in a variety of ways:

* Purchased from the Battle Tower: After defeating the Elite Four and becoming the Champion, you can purchase TM38 from the Battle Tower for 50 Battle Points.

* Found in the wild: TM38 can occasionally be found in the wild, usually in areas with higher-level Pokemon.

* Obtained through trading: You can also trade for TM38 with other players.

Keep in mind that Rollout is a physical move and will be most effective when used by a Pokemon with high Attack stat.
