The last gym in Pokémon Emerald is located in Ever Grande City.
Specifically, it's found northwest of the city's Pokémon Center, inside a large building with a distinctive, red-and-white striped roof. This is where you'll challenge Wallace, the Elite Four member specializing in Water-type Pokémon.
