Where do you catch the first stage of Lucario in Pokemon soulsilver?

You can't catch Lucario in Pokemon SoulSilver. Lucario evolves from Riolu, and Riolu is not found in the wild in Pokemon SoulSilver.

However, you can obtain Riolu through other means:

* Trading: You can trade for a Riolu from another game where it is available.

* Events: Some events in the past have distributed Riolu as a special event Pokemon. It's unlikely you can get one this way now, though.

To evolve Riolu into Lucario, you need to meet the following conditions:

* Level up Riolu to level 30

* Make sure Riolu has high friendship. You can check this by talking to a person near the Pokemon Center in Goldenrod City. You can increase friendship by using items like Vitamins or by battling with Riolu.
