Who first used and popularized terza rima?

The Italian poet Dante Alighieri first used and popularized the terza rima verse form in his epic poem "The Divine Comedy" (the three-part "Commedia": "Inferno", "Purgatorio", and "Paradiso"), which was written between 1308 and 1321.
