How come Ludo Bagman in Harry Potter and the Goblet of Fire movie?

There is no character named Ludo Bagman in the Harry Potter and the Goblet of Fire movie. However, he does appear in the film adaptation of Goblet of Fire and is portrayed by Roger Lloyd-Pack.
