Start by writing the setting of the love story. When creating the setting, show the reader what it looks like through vivid description. Don't just show the reader what the setting looks like, but also include all five senses to make your settings more real, as well as to give the reader a fuller experience, such as what the setting smells or feels like. Keep in mind how the setting affects your main character. For example, a gray and cloudy city might show that there is uncertainty going on in the main character's mind and that he is not looking for love, while a lush tropical island might show that there is already a romantic side in the main character and that he is on a quest to search for love.
Create the characters of your love story. Having three main characters is an effective number for a short story because any more can distract from the story. Describe each character by beginning what each of them wants. This will set up the story, because a good short story will involve how each character goes about getting what he or she wants. Then show the reader the characters' personalities through their dialogue, actions, and thought process.
Develop the plot of the love story. Make sure that your plot has a basic structure of a beginning, middle and end. The beginning establishes what a character wants, the middle covers what is stopping the character from what he wants, such as the main conflict of the story, and the end reveals whether he gets what he wants. A basic example might be: John, a bright individual, wants to become actor and takes Jane's acting classes. Jane, a flamboyant individual is an actor who teaches at a studio and needs to pass her upcoming exams in order to graduate and get her degree in arts. Both are very adamant to reach their goals, but both of them find out that the other has qualities that can benefit the another, which leads to a developing chemistry. On the contrary, they both find out that acting class and school are ending soon, and neither has confessed their love to the another. Time is running out, and they wonder whether they should allow love to interrupt their goals or refrain from confessing their love to one another.
