Study your publisher markets carefully. A copy of the Writer's Market, or a subscription to the Writer's Market online provides a list of active publishers and agents. There are also a number of free online resources available for writers (see Resources).
Select a couple of markets that have guidelines stating they accept cartoon book manuscripts. Look for humor publishers in particular. The guidelines will also be specific about the type of cartoon books each publisher accepts and publishes. These are your target markets.
