Dome Fossil is exclusive to the Pokemon SoulSilver version. In SoulSilver, you can obtain it from the Fossil Maniac in Celestic Town after you've collected the Old Amber from the same location.
If you're playing HeartGold, you can obtain the Helix Fossil instead, which evolves into Omanyte.
