Where can you find a altaria in platinum?

You cannot obtain Altaria in Pokémon Platinum; you can encounter one as a boss Pokémon for Cynthia, but you are unable to add that Altaria to your party. To obtain an Altaria in these games, you need to use a Swablu and evolve it.
