Where do you get a bayleaf in Pokemon diamond?

You can't get a Bay Leaf in Pokémon Diamond. Bay Leaf is an item introduced in Pokémon Black and White. It's used to evolve Leavanny from Sewaddle.

In Pokémon Diamond, the only way to evolve Sewaddle is through leveling it up to level 20.
