Where do you get the red orb in Pokemon Silver?

You can't get a red orb in Pokemon Silver. The Red Orb is an item exclusive to Pokemon Crystal.

In Pokemon Crystal, you receive the Red Orb from the legendary Pokemon, Lugia, after defeating it in Whirl Island.
