     Measure the outside edges of the picture.

     Measure the width of the molding.

     Add the width of one molding to the length of each edge to determine how much molding you need to frame that edge.

     Add all the edges together (the original measurement of the picture, plus four times the width of the molding itself), to determine the minimum amount of molding needed to frame the picture.
