In Pokemon emerald which floor of the sky tower are wild at?

Wild Pokemon are not found in the Sky Tower in Pokemon Emerald. The Sky Tower is a primarily story-driven area where you battle trainers and ultimately face the legendary Pokemon, Rayquaza.
