Where is Pewter City Museum in Pokemon soul silver?

There is no Pewter City Museum in Pokemon SoulSilver. There is a Museum in Pewter City, but it's actually The Gym.

The Pewter City Gym is run by Brock, the Rock-type Gym Leader. It's the first Gym you encounter in the game.
