2. Click on the "Shops" tab.
3. Click on the "Create a Shop" button.
4. Enter a name for your shop.
5. Select a theme for your shop.
6. Customize the layout of your shop.
7. Add items to your shop.
8. Set prices for your items.
9. Publish your shop.
Once you have published your shop, it will be visible to other Neopets users. You can start selling items by accepting offers from other users or by setting up a "Buy Now" price for your items.
