You cannot travel from Lavender Town to Pewter City directly.
You can travel from Lavender Town to Celadon City via Route 8 then go back using Route 6 or 7. You can also continue travelling east through Route 12, through the Rock Tunnel and then arrive in Pewter City via Route 4 and Route 2.
